MANILA, Philippines — Two police generals have received another star and three colonels got their first star, the Philippine National Police Public Information Office (PNP-PIO) said on Monday.
The PNP chief, Gen. Dionardo Carlos, inducted the five officials, including Rhodel Sermonia, who was promoted from major general to lieutenant general (from two-star to three-star rank).

Michael John Dubria, who heads the PNP’s Intelligence division, was promoted from brigadier general to major general.
Following are the new one-star generals:
- Brig. Gen. Joel Doria, commandant of cadets of the Philippine National Police Academy
- Brig. Gen. Edgar Alan Okubo, deputy regional director for administration of the Davao Police Regional Office (PRO 11)
- Brig. Gen. Alden Delvo, executive officer, Directorate for Intelligence
“Let this promotion to your new rank take you to a new and wider opportunity to better serve our country and people with utmost pride, honor, and dignity,” Carlos said in his message.
“As a respected general and leader of our National Police, I expect you to be active in implementing in an orderly, honest, and sincere manner our leadership and service to achieve peace for our country,” he added in Filipino.
