MANILA, Philippines — The northeast monsoon, locally known as the “amihan,” will bring light rains in Cagayan and northern Luzon, while the rest of the country will experience generally fair weather with chances of localized thunderstorms on Tuesday, said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
