MANILA, Philippines — The Pasig City Government opened the franchising system for existing “colorum” tricycles to legalize almost 2,000 unlicensed tricycles in the city, with some even operating without franchises for decades.
Mayor Vico Sotto signed Executive Order No. 70 Series of 2021 on Wednesday in a bid to eliminate corruption and for the safety of passengers.
“Sana makatulong ito sa almost 2,000 na matagal nang colorum. Maging legal na kayo,” Sotto said in a social media address.
(I hope it helps the 2,000 tricycle drivers who are colorum.)
“Para na rin ito sa kaligtasan ng mga mananakay — kung sakaling may mangyari mahirap maghabol sa colorum,” Sotto added.
(This is also for the safety of passengers—because if an accident happens it is hard to make colorum drivers accountable.)

Sotto, however, pointed out that they will not open new slots for franchise, since these franchises are only for units that are already in operation.
The mayor also pointed out that this will also eliminate corruption, particularly the selling of fake franchises in the city.
Sotto said the franchise will only cost P420.
“Wala na ‘yung, dati laging may nagsusumbong sa akin nagbayad daw, P100,000,” Sotto said.
(There will be no more incidents like those who paid P100,000 for franchises.)
