MANILA, Philippines — The Philippine National Police (PNP) Directorate for Personnel and Records Management (DPRM) was tasked with resolving all motions for recommendations filed by police officers who had been fired from the service to prevent them from being reinstated.

As part of his vaunted intensified cleanliness and internal cleansing campaign, PNP chief Gen. Guillermo Eleazar on Tuesday ordered DPRM to create a database of dismissed personnel.

Creating a database, Eleazar said, would enable officials to identify who are the police officers trying to get back into the force.

“Inatasan ko na ang Director, DPRM, na gumawa ng database ng lahat ng mga na-dismiss na pulis at agarang iresolba ang kanilang mga Motions for Reconsideration (MR) upang maagap nating maharang ang anumang pagtatangka nilang makabalik sa serbisyo,” he said in a statement.

(I have ordered the Director of the DPRM to create a database for all police officers dismissed from office while immediately resolving their Motions for Reconsideration (MR) to ensure that we can block any of their attempts to return to the service.)

“Makikipag-ugnayan tayo sa National Police Commission para mapadali ang resolusyon ng mga appealed administrative cases at tuluyan nang matanggal sa serbisyo ang mga napatunayang tiwali at abusado,” he added.

(We will coordinate with the National Police Commission to speed up resolution of the appealed administrative cases and so that corrupt and abusive police officers are removed from the service.)

Eleazar said the PNP must remain vigilant against crooked cops returning to the force, as cases against erring officers do not end after the cases are filed.

Eleazar, who will be PNP chief until November or until he reaches retirement age, confirmed on July 14 that 75 rogue police officers had already been fired since March.

He added that the 75 ordered dismissed by the National Police Commission (Napolcom) are among the 166 erring police officers who received sanctions, including 48 who were demoted and 43 who were suspended.

As police chief, Eleazar promised to take action against rogue cops and scalawags to create a cleaner force that has suffered harsh criticism due to abusive members.

The dismissal of former Master Sergeant Hensie Zinampan, who killed a 52-year-old woman after he got drunk, was one of the most notable decisions Eleazar made.

Eleazar said he also ordered the PNP’s Legal Service to review current regulations to check how they can strengthen measures to assure that dismissed officers would not get back to the service.

“Inatasan ko na din ang ating Legal Service na pag-aralan kung ano ang maaring baguhin o idagdag sa aming rules and regulations para tuluyang isara ang pintuan sa pagbabalik sa serbisyo ng mga natanggal na bugok na pulis, lalo na ang mga sangkot sa paggamit ng iligal na droga,” he said.

(I have also tasked our Legal Service to study what they can change or add to our current rules and regulations so that we can surely close our doors to returning police officers who were already dismissed due to their offenses, especially those involved in the use of illegal drugs.)
