MANILA, Philippines — Navotas City has received “the highest audit rating” from the Commission on Audit (COA), its mayor said on Thursday.
Mayor Toby Tiangco, in a series of Twitter posts on Thursday night, said the city received from COA an “unmodified opinion,” which the city has received for the sixth time.
“Sa buong Metro Manila, tayo lamang ang LGU na may ganitong record,” Tiangco said.
(We are the only LGU with such a record among Metro Manila cities.)

COA Director Omar Roque said their auditor rendered an unmodified opinion “on the fairness of presentation of the financial statements” of Navotas City.
Tiangco said the previous years were hard for the local government due to COVID-19, which led them to suspend programs and projects to prioritise the city’s response to mitigate the impact of the pandemic.
“Pinilit nating mapag-abot ang maliit nating budget para matugunan ito at patuloy pa ring makapaghatid ng de-kalidad na serbisyo,” he noted.
