MANILA, Philippines — President Rodrigo Duterte has adopted the National Employment Recovery Strategy (NERS) aimed at promoting and implementing job-generating programs amid the COVID-19 pandemic.
Duterte green-lighted the employment recovery agenda after signing Executive Order No. 140 on June 25, a copy of which only made public Tuesday.
Among the NERS’ agenda is to create a policy environment that encourages a generation of more employment opportunities and to improve employability, wellness, and productivity of workers.
The NERS likewise intends to provide support to existing and emerging businesses.
The EO institutionalizes the NERS Task Force composed of 20 agencies to be chaired by the Secretary of the Department of Trade and Industry.
The Department of Labor and Employment Secretary and the Director-General of Technical Education and Skills Development Authority will serve as co-chairs.
The task force’s powers and functions include formulating the NERS Action Plan and addressing the recovery of the labor market and the prevailing employment issues.
It is also ordered to harmonize the employment, livelihood, and training projects and programs of the national government towards the preservation and creation of more jobs.
Members of the task force must evaluate NERS’ policies and effectiveness every three months and submit its report to the Office of the President.
