COA flags DND for failure to submit documents
MANILA, Philippines — The Department of National Defense (DND) bought P14.549 million in surveillance and security equipment but failed to submit some documents required under Republic Act No. 9184, or the Government Procurement Reform Act.
The equipment include closed-circuit television surveillance, entry management and X-ray scanner systems.
Documents such as the purchase request, certificate of availability of funds, letter of intent, request for quotation, minutes of prebid conference, advertisement of the contract, and the approved layout of the equipment were not furnished to the Commission on Audit (COA).
The DND also failed to submit the basis for the contract’s approved budget.
