Cavite curfew from 10 p.m. to 4:30 a.m. under MECQ, says governor

MANILA, Philippines — Curfew hours in Cavite under the modified enhanced community quarantine (MECQ) will be from 10 p.m. to 4:30 a.m., Governor Jonvic Remulla announced on Monday.

“Curfew is reset 10PM to 4:30AM,” Remulla announced in a Facebook post as he enumerated guidelines in the province under the less stringent MECQ.

Cavite belongs to the so-called NCR Plus—which also includes Metro Manila, Laguna, Rizal, and Bulacan—that was placed under MECQ from April 12 to 30.

NCR Plus was earlier placed under the stricter ECQ from May 29 to April 11.  

Meanwhile, factories will be allowed to operate in Cavite at 50 percent capacity, said Remulla.

He added that malls will be open from 9 a.m. to 6 p.m. while supermarkets and groceries remain on regular operating schedule to accommodate consumers buying essential goods.

“Mall operations are the same as ECQ: Only ESSENTIAL establishments are allowed,” the governor said.

He added that restaurants operations are limited to take out and delivery services. 

Exercise is allowed “within the general vicinity,” but basketball and group activities are prohibited.

Walking, jogging, and biking “within your area” is allowed by physical distancing and other public health protocols should be observed.

Golf courses remain closed.

“Per Department of Transportation – Philippines there will be no changes in capacity & operations during MECQ but only APOR (authorized people outside of residence) will be allowed use of public transport,” said Remulla.

 Individuals aged below 18 and above 65 and those with health risks are still not allowed to go out of their residence except when obtaining essential goods and services, said Remulla.

“APOR rules remain. Expect the continuation of heavy traffic in some areas due to checkpoints. Kung puede lang, huwag na po lumabas kung hindi naman kailangan. Magbigay daan tayo para sa mga essential & emergency movements (If possible, just don’t go out for non-essential purposes. Give way to essential and emergency movements),” he added.

“Puno pa din ang lahat ng hospital at kung hindi naman puno ay kulang na sa frontliners dahil karamihan ay tinamaan na ng COVID. Hindi dahil MECQ na ay puede na muli ang lahat ng bawal. Save yourselves and help save others,” added Remulla.

 (Hospitals are still full or if not, lack front-liners since many of them were afflicted with COVID-19. It does not mean that just because it’s ECQ, activities prohibited before are now allowed. Save yourselves and help save others.)

Presidential spokesman Harry Roque earlier said on Sunday that curfew hours of 6 p.m. to 5 a.m. in Metro Manila and the four adjacent provinces “remains as is” even under MECQ.

The Metropolitan Manila Development Authority, however, later said that Metro Manila will have shortened curfew hours from 8 p.m. to 5 a.m. under MECQ.
