Starting March 22 to April 4, the Inter-Agency Task Force in Resolution No. 104 placed the provinces of Cavite, Laguna, Rizal, Bulacan and the National Capital Region on stricter general community quarantine (GCQ) in response to surging COVID-19 cases with Metro Manila as epicenter.

Authorities imposed stricter quarantine protocols including travel ban, ban on mass gatherings and curfew from 10 p.m. to 5 a.m. and many other rules.
