CITY OF SAN JOSE DEL MONTE –– The body of a missing 30-year-old employee of the Department of Social Welfare and Development was found inside a sack that was abandoned in a grassy area here on Sunday, police said.
Col. Julius Alvaro, city’s police chief, identified the body as that of Justine Charles Accad III, a native of Zamboanga City but was a resident of Marikina City.
Investigators said the victim’s head was wrapped with packaging tape, while his hands were tied to his feet with a wire.
A scavenger discovered the body at about 3 p.m. in Kaypian dump near Bagong Silang, Caloocan City.
The police said the scavenger checked the sack due to the stench coming from it.
Alvaro said Accad had been missing since Feb. 19, when he left his house to report for duty in San Juan City Hall onboard his gray Honda Civic.
The victim’s live-in partner Jessa Muncado, who is pregnant, and his sister Jessica Acal have positively identified the body as that of Accad. INQ
