MANILA, Philippines — The Philippine National Police (PNP) is looking at filing a complaint against Communist Party of the Philippines (CPP) founder Jose Maria Sison after the CPP Central Committee said there is a standing order from him to form special partisan units which will “carry out punitive actions in the cities or close to the cities” against government forces.

PNP chief Gen. Debold Sinas said Monday he had already spoken with legal officers of the PNP for the possible filing of a complaint against Sison, who is in self-exile in the Netherlands.

“Tinitingnan namin kung ano ang effect noon, kung iyon bang statement niya can be used against him for any criminal case. I have already talked to some of our legal officers kung ‘yun bang mga pronouncements niya ay merong pwede i-file sa kanya for threat whatsoever,” Sinas said in a press briefing.

“Once madetermine ng legal namin kung ano ang i-kaso sa kanya ay we will file the case in court,” he added.

Sinas said he had ordered police units to be more cautious and to monitor their surroundings following the threat from the communist group.

He added that the PNP is also communicating with the Armed Forces of the Philippines regarding the matter.

On Sunday, Defense Secretary Delfin Lorenzana challenged Sison to bring on his terror threats.

“We dare Mr. Sison to bring on his terror threats. Unlike in the 80s, the AFP is more prepared to defeat his terrorist liquidation squads.  The Filipino people will be on our side in this fight,” said Lorenzana.
