CALUMPIT, Bulacan—Fifteen villages in this town remained submerged in floodwater that reached a depth of 1.54 meters, about the height of a bus, two weeks after Typhoon Ulysses crossed Luzon.
Mayor Jessie de Jesus blamed the stagnant flooding on a flood-mitigation project in nearby Pampanga province that he said prevented the floodwater from flowing through natural channels.
Calumpit is adjacent to the Pampanga towns of Apalit, Macabebe and Masantol.
De Jesus said the flood was caused by runoff water coming from the mountains of Bulacan, Nueva Ecija and other Pampanga towns.
“This part of Calumpit is a farm area situated along the boundary between Bulacan and Pampanga,” said the mayor.
“Since that flood-mitigation project was built, the floodwater in these low-lying villages would always remain stagnant,” De Jesus told the Inquirer.
