MANILA, Philippines — Rescuers on Saturday helped a mother deliver her baby as floodwater continued to rise in Tuguegarao City in the province of Cagayan, one of the hardest-hit areas by Typhoon Ulysses.
According to local police, the baby was delivered with the help of personnel from the Tuguegarao City Police Station.
“A healthy baby was born on Saturday…in the midst of rising water in Brgy. Bagay, Tuguegarao City,” the TCPS said in a Facebook post.
“[T]he woman was assisted and rescued by TCPS personnel,” it added.

Ulysses, the 21st cyclone to hit the country this year, triggered massive flooding in parts of Luzon, including Metro Manila.
It likewise caused flooding in the Cagayan Valley, particularly in the provinces of Cagayan and Isabela.
Authorities said the death toll of the typhoon has so far reached 67.
