WATCH: Duterte wants to visit victims during typhoon but PSG stops him

MANILA, Philippines — President Rodrigo Duterte wanted to brave flooded streets and strong winds to sympathize with the victims of typhoon Ulysses on Thursday but said he was prevented by the Presidential Security Group to go out for his own safety.
