Cascolan admits police official demoralized by reshuffle

MANILA, Philippines — Philippine National Police (PNP) chief Camilo Cascolan on Wednesday admitted that a police official was demoralized after he was offered a new post in the organization.

“Well I haven’t heard of it. If there was demoralization, there was only one or two persons. I think there is only one person who was demoralized because he was not able to understand the reorganization of PNP,” Cascolan told ABS-CBN News Channel, reacting to claims of demoralization among PNP personnel in the latest organization.

Cascolan later confirmed that Police Brigadier General Albert Ignatius Ferro was demoralized after being offered to be assigned as the Directorate for Integrated Police Operation (DIPO) of Southern Luzon last Sept. 9.

But Ferro opted to remain as the Central Visayas police chief until further notice.

The PNP chief, meanwhile, denied that Ferro was demoted when he was designated to Southern Luzon DIPO from Central Visayas police chief.

“That’s the thing. You do not ask ‘why.’ It is not a demotion or what. It is even a two star position for him (Ferro). He will also be a three-star for then, that’s the DIPO,” Cascolan said.

“We need people who are snappy, good and have moral ascendancy at the same time, service reputation to lead the directorate of DIPO,” he added.

Asked if Ferro will still stay as the regional director of Central Visayas police, Cascolan said: “Yes, he asked for it.”

Cascolan also noted he has reorganized 11 police officials in the police force due to retirement and promotion.

“A lot of them already retired and a lot of them should be going up, at the same time I am putting the right person at the right job,” he said.
