MANILA, Philippines—The Department of Justice (DoJ) panel of investigators recommended a revamp of key officials at the National Bureau of Investigation (NBI) after its ranking officials have been implicated in the abduction and extortion of 32-year-old Japanese woman Norio Ohara.
“To set a new direction and to infuse fresh leadership and effective management in the entire institution of the NBI, the panel recommends the revamp, re-shuffle or transfer of key officials, taking into consideration the qualifications, competence, integrity and the track record of those that may be affected,” the panel chaired by Justice Undersecretary Francisco Baraan.
The panel also recommended the need to review the existing arrangement of the NBI with the Japanese government regarding the detail of a Japanese police liaison officer.
Other recommendations by the panel include:
- Stop the unauthorized recruitment of security volunteers by the NBI;
- Review the policies with respect to the screening of Confidentia Agents;
- Passage of pending bills before the House and the Senate regarding the reorganization of the NBI;
- Re-training of NBI officials and personnel with focus on values formation and professionalism;
The panel also recommended the filing of complaint against ranking officials of the NBI including NBI Director Magtanggol Gatdula.
Gatdula was removed from office due to the controversy. Justice Secretary Leila De Lima said she will give President Benigno Aquino III three names she believes could replace Gatdula.
