MANILA, Philippines — The House of Representatives on Friday adjourned sine die without passing the proposed Bayanihan to Recover As One Act, or the “Bayanihan 2” bill.
House Bill No. 6953, which is a supplement measure to the Bayanihan to Heal as One Act, was introduced to the plenary floor on Thursday, June 4.
The chamber no longer took it up for second reading approval on Friday.
The measure is currently pending on the period of amendments.
Under the “Bayanihan 2 measure”, Filipinos would be provided with various forms of relief during the public health crisis, which include an emergency subsidy for displaced workers, cash-for-work programs, prevention and control of other diseases, support programs for impacted sectors, and support for the agricultural sector.
The bill seeks a P162-billion standby fund which will last until September.
It would also direct government financial institutions to provide loans, subsidies, discounts, and grants for the purchase of electronic gadgets as schools shift to distance learning methods.
Students who are not receiving any educational subsidy from the government and who are now facing financial difficulties due to the pandemic would also receive tuition subsidy.
The Senate also earlier failed to pass its counterpart measure before it adjourned on Thursday. The bill only hurdled second reading approval.
