LTFRB to require PUVs to record passenger details once operations resume

MANILA, Philippines — Once public transport operations resume in areas under general community quarantine (GCQ), the Land Transportation Franchising and Regulatory Board (LTFRB) said Monday all public utility vehicles (PUVs) will be required to keep a record of passengers.

LTFRB chair Martin Delgra III said this measure will help in contact tracing in view of the continued threat of the coronavirus disease (COVID-19).

“Kailangan po meron silang manifesto ng kanilang mga pasahero. Kasama yung mga pangalan, contact number, on the part of the bus operator,” Delgra said during a televised briefing.

(There must be a manifesto of their passengers, including the name and contact number, on the part of the bus operator.)

“Yung manifesto po o logbook na kailangan isulat yung mga pasahero nila, hindi lang po sa bus po yan kung hindi sa lahat ng public transport system. Jeep, taxi, lahat na po,” he added.

(The manifesto or logbook where information of passengers will be written does not only apply to buses but to all public transport systems like jeepney and taxi.)

Delgra also encouraged the commuting public to keep their own records of the PUVs they ride.

“On the part of the passenger, we are requesting and appealing to them na kung puwedeng maisulat din yung mga sinasakyan niyong pampublikong sasakyan,” Delgra said.

“Just in case meron pong tao na positibo na nakasakay doon sa bus na sinakyan nila, madali po sila i-trace both on the part of the operator and on the part nung mga pasahero,” he added.

(Just in case there are persons who turned out to be positive for COVID-19 in the bus they rode in, they will be easily traced both on the part of the operator and the passenger.)

Public transportation remains to be prohibited in areas under modified enhanced community quarantine (MECQ).

In areas under GCQ, public transportation is allowed but only at a limited capacity and provided that health protocols such as wearing of face masks and social distancing are observed.
