LEGAZPI CITY — A man fetching water was shot and killed on Thursday (April 30) at a village in Cawayan town, Masbate province, in an attack that police blamed on communist rebels.

Maj. Maria Luisa Calubaquib, Bicol police spokesperson, said Jason Cebuano, 27, a laborer was collecting water at a well when gunmen described by Calubaquib as New People’s Army members shot him at close range.

Police could not say yet why NPA would target Cebuano.
