MANILA, Philippines — The Makati City police will file charges against the man whom the police tried to arrest in a subdivision after a heated argument over his house maid’s supposed quarantine violation.
“The incident is recorded in the police blotter and documents for filing for Violation of R.A. (Republic Act) 151 (Disobedience to a Lawful Person in Authority) Direct Assault, R.A. 11332 and Makati City Ordinance 2000-089 (Not wearing Face Mask) has been prepared against the housemaid and Mr. Parra,” read a report from the Makati City police on Monday, referring to Javier Salvador Parra, a resident of Dasmariñas Village.
Parra earlier said that a police officer, later identified as Senior Master Sergeant Roland Von Madrona, wanted to fine him with P1,000 since his house maid was not wearing a face mask when she watered the plants in his front yard on Sunday.
He questioned why his house maid had to wear a face mask inside his own property.
But according to police, the house maid was “outside perimeter property” when the incident happened, and that the concerned policeman was inside the subdivision to regularly implement quarantine rules there as requested by the chairwoman of Barangay Dasmariñas.
Parra’s wife was able to record a video of the policeman trying to arrest him and tackling him in the ground in the process. Parra was able to evade arrest as he entered the front door of his house.
A separate video, however, which was taken before that scuffle showed Madrona politely talking with Parra to explain the supposed violation of his housemaid until Parra hurled expletives at him.
“At that time, said Bantay Bayan managed to document the situation using his mobile phone camera, thus Mr. Parra at that time [had] gone berserk and [was] uttering unsavory words towards [the] police officer and even humiliated the said officer,” read the police report.
The incident has also caught the attention of higher authorities, even prompting Philippine National Police chief Gen. Archie Gamboa to order the National Capital Region Police Office to investigate the incident. Makati City Mayor Abby Binay also gave the same order to the city police.
