MANILA, Philippines — Makati City Mayor Abby Binay has ordered the city police to investigate the incident involving a policeman and a foreign national who is a resident in an exclusive village.
Two videos are currently making its rounds on social media as it shows a foreigner standing in front of his house having a heated argument with a police officer. The man was later tackled and fined after the encounter.
In a statement on Monday, Makait City government spokesman Michael Camiña said appropriate charges will be filed against those concerned once a full investigation has been conducted.
“The law must be upheld at all times, most especially during a public health emergency where the welfare and safety of the people are of paramount concern,” Camiña said.
The local government reminded its residents to observe the protocols set during the enhanced community quarantine imposed over Luzon, which included the mandatory use of face masks and the practice of social distancing.
In a video shared by the JTF CV Shield on Monday, the foreigner, identified as Javier Salvador Parra, could be seen having a heated argument and was throwing expletives at him.
In the second video, the police officer could be seen tackling Parra to the ground as he imposed the arrest.
Prior to the altercation, it was reported that Parra’s house staff were apprehended by police officers for watering plants outside without wearing a face mask. The police officers allegedly wanted to fine Parra for P1,000.
