On April 15, Rosal ordered the shortening of window hours to buy goods and the operation of establishments from 4 a.m. to 3 p.m.

The Department of Interior and Local Government has ordered local governments to stop setting window hours to buy food and medicine to avoid the congestion of people who flock to these establishments as it poses the risk of spreading COVID-19.
