Newly appointed Laguna Lake Development Authority (LLDA) general manager Nereus “Neric” Acosta is batting for a zero-backlog in all LLDA transactions this year starting with the approval of new applications and the shutdown of industries violating the Clean Water Act and those hindering its implementation.
Previously, the LLDA had a backlog of clearances of about six months with 1,094 discharge permits still pending.
Acosta, who was appointed LLDA general manager/director on Sept. 29, 2011, conducted a thorough review of the agency’s departments, especially its Enforcement and Regulatory Division (ERD) upon assuming his post.
He revamped LLDA’s leadership and synchronized the functions of those under the Office of the General Manager to improve the agency’s efficiency.
With these innovative changes in the regulatory processes of the LLDA already in place, Acosta wants to focus on the more active exercise of LLDA’s developmental functions through the maximum utilization of Laguna Lake’s resources.
