MANILA, Philippines — The Department of the Interior and Local Government (DILG) has issued show-cause orders against three provincial governors and two mayors for violating national government directives on enhanced community quarantine (ECQ).
Interior Secretary Eduardo Año, in a statement, did not name the local executives who were being made to explain, but said the department gave them 48 hours to respond, or they will be facing administrative charges.
“We are giving them due process to explain and defend themselves because they enjoy the presumption of regularity in the exercise of official functions unless overturned by sufficient evidence,” Año said.
The interior department previously issued a show cause order against Barangay Chairwoman Leny Leticia Glivano of Barangay Libis, Quezon City after allegedly organizing a parade during April 9 which is considered an act of mass gathering, and is discouraged under the protocols of the ECQ in order to prevent the spread of coronavirus disease (COVID-19).
DILG also issued a show-cause order against Barangay Chairman Brix John Reyes and Barangay councilors Romualdo Reyes and John Cris Domingo of Barangay 129 in Caloocan for allegedly engaging in illegal cockfighting at the Manila North Cemetery on Black Saturday.
