John David Javier of barangay Kasambagan, Cebu City, was detained at the Centro police station for malicious mischief and physical injuries.
Initial police investigation revealed Ralph Kirst, who temporarily resides in Osmeña Street, Lapu-Lapu City, allegedly bumped the suspect’s Captiva car three times along UN Avenue as if intending to overtake him.
PO1 Ariel Gingko of Centro police station said Javier confronted Kirst and accused him of intentionally bumping his car, which the foreigner denied.
Gingko said Kirst then handed the suspect a P1,000 bill and sped off, which irked the suspect all the more. A chase then ensued.
Ginko said Javier blocked Kirst along Plaridel Street and smashed the German’s windshield with a stone, which also hit and wounded the foreigner’s abdomen.
