MANILA, Philippines — A barangay (village) chairman in Tondo, Manila is being ordered by the police to answer allegations that he is being selective in providing food packs amid the enforcement of the enhanced community quarantine in Luzon.

In a letter from the Manila Police District (MPD) Special Mayor’s Reaction Team (MPD-SMaRT) that was made public on Thursday, Barangay 251 Chairman Reynaldo Angat is facing a complaint for his alleged selective list of recipients of relief goods.

“This pertains to an investigation conducted by this office at Barangay 251 Zone 23 District II in the complaint regarding an alleged selective list of distribution for relief goods for food subsidy to be given as support by the Manila City Hall Local Government wherein you submitted a spurious list of names/constituents of your Barangay,” read the letter.

Police Major Rosalino Ibay Jr., MPD SMaRT chief also directed Angat to explain the inclusion of 29 persons living in 1781 Almeda Street in Tondo, Manila in his alleged list of recipients for the relief items. That address, according to Ibay, is the location of a business establishment owned by Angat.

Angat could face charges for violation of Republic Act No. 11469 (Bayanihan to Heal as One Act), Republic Act No. 6713 (Code of Conduct and Ethical Standard for Public Official and Employees) and Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act), the MPD said.
