MANILA, Philippines—Malacañang on Tuesday welcomed the surrender feelers reportedly sent via emissary by retired General Jovito Palparan, who is facing kidnapping and serious illegal detention raps before the Bulacan regional trial court.
“It will certainly ease the burden of looking for General Palparan if he would voluntarily surrender to people he is comfortable with … It’s fine with us,” said Secretary Edwin Lacierda, presidential spokesman.
“But certainly we will welcome his intentions to surrender and his actual surrender,” Lacierda said.
Justice Secretary Leila de Lima on Monday said Palparan had sent surrender feelers to the Department of Justice a week after he went into hiding following his indictment for the disappearance of University of the Philippines students Karen Empeño and Sherlyn Cadapan.2006.
