MANILA, Philippines – Justice Secretary Menardo Guevarra on Thursday said he would issue an Immigration Lookout Bulletin (ILBO) against alleged “drug queen” Guia Gomez Castro.

“We will issue an Immigration Lookout Bulletin Order (ILBO) against her even if she has left the country so we can monitor her whereabouts abroad,” said Guevarra.

Immigration records showed that Castro, former Barangay (village) chairwoman of Barangay 484 Zone 48 in Manila, left the country last Sept. 21 on board a Cebu Pacific flight for Bangkok, Thailand, just days after returning to the Philippines from Vancouver, Canada last Sept. 18.

Once an ILBO has been issued, Justice Undersecretary Markk Perete said they could request monitoring through the International Police or Interpol.

“The DOJ can issue an ILBO for the purpose of monitoring entry and departures through our Immigration counters. It is not used to impair its subject’s right to travel, except when a court-issued precautionary hold departure order/hold departure order (PHDO/HDO) exists,” he said.

He added that they are still checking if Castro has a pending criminal case with any court in the country./ac
