MANILA, Philippines — All government departments and agencies will adopt a cash budgeting system in the proposed national budget for 2020, House appropriations chair and Davao City 3rd District Rep. Isidro Ungab said Friday.
“The proposed 2020 NEP (National Expenditure Program) and the General Appropriations Bill already adopt a cash-based budgeting system,” Ungab said in a statement.
Asked if all agencies – including the Department of Public Works and Highways, will follow the system, the congressman answered in the affirmative.
Ungab also said he supports President Rodrigo Duterte’s executive order on cash budgeting system, saying this would “speed up the implementation of projects and programs and to promptly deliver goods and services to the people.”
The President has signed Executive Order No. 91 authorizing the shift from the obligation budgeting system to cash budgeting system.

The cash-based system limits the implementation of government projects and programs within one fiscal year. Ungab said under the cash budgeting, all payment for obligations incurred in the year could be made until the three-month extension period after the yearend.
In the current system, contracts awarded within the year could still be delivered even after the year has ended.
