MANILA, Philippines — “One-side parking” in streets and roads will only be allowed if there is an ordinance issued by the local government’s city council permitting it, an official of the Metro Manila Development Authority (MMDA) said Tuesday.
MMDA Edsa traffic chief Bong Nebrija issued the remark following a report that one barangay in Quezon City is allowing one-side parking in an inner road near Camp Crame despite the massive road clearing operations being conducted across Metro Manila.
The MMDA official even noted how there was a yellow line drawn on the road in Brgy. Bagong Lipunan, indicating that parking in the said road was legal.
“Kalsada po yan. Wala pong ano (authority) ang barangay dyan na maglabas ng kanilang resolusyon, ordinansa para sa one-side parking. It needs to be approved by the city for the overall city traffic management plan,” Nebrija said in an interview over dzMM.
To his knowledge, Nebrija said the Quezon City Council has not approved an ordinance allowing one-side parking in the said area.
Aside from an ordinance, there should also be a traffic sign in the area that would indicate that it is a designated parking area and would bear the city ordinance number that allows it.
“They need to resolve this among themselves. Kapag binigyan ng ordinansa ng city yan, then wala kaming magagawa. Pero kung wala, eh wala naman kaming magagawa kundi ipatupad,” he said.
“Pare-pareho kaming mate-technical ngayon eh. Lahat kami under order of the President,” Nebrija also said.
Local government units were given by the Department of the Interior and Local Government (DILG) a period of 60 days to clear their roads of obstructions such as illegally parked vehicles, illegal vendors and illegal structures from roads and streets.
The order to clear the roads of obstructions came after President Rodrigo Duterte ordered that public roads being used for private purposes be reclaimed for use by motorists. /muf
