MANILA, Philippines — The Philippine National Police (PNP) may monitor the “good behavior” of around 10,000 inmates who may soon be released after their prison terms were shortened by showing good conduct, PNP chief Gen. Oscar Albayalade said Friday.
Albayalde said the PNP cannot go against the provisions of the Republic Act 10592 or the law that increased the Good Conduct Time Allowance (GCTA) for inmates, which provides additional period to be deducted from the prison sentence of persons deprived of liberty (PDLs) as a reward for their good behavior inside prisonl.

“Siguro ang gagawin na lang natin (Maybe what we will do) is probably we will monitor their good behavior outside once they go out,” he told reporters in a chance interview at Camp Bagong Diwa in Taguig City.
Albayalde, however, did not elaborate how the police will carry out this possible move, but PNP spokesperson Brig. Gen. Bernard Banac earlier said the police and the community have certain ways to monitor these inmates.

“That’s the law. That’s what the law provides. We have to follow the rule of law kasi ‘yun ang nakasaad sa batas natin na meron silang posibilidad na makalabas (the law states that they may possibly be released soon) because of good behavior,” said Albayalde.
“As of this time hindi tayo pwedeng kumontra or magcomment diyan (we cannot disagree or comment on that). It’s because that’s the decision of the court. We will respect the decision of the court,” he added. /muf
