MANILA, Philippines — President Rodrigo Duterte is only exasperated by the “roadblocks” to his efforts to protect the public interest, but as a lawyer, he knows the scope and limits of his mandate given by the Constitution, Justice Secretary Menardo Guevarra said Friday.

The Justice chief was asked to comment on the President’s threat to declare revolutionary war and suspend the writ of habeas corpus.

The President said, for example, that after he ordered a review of contracts entered into by the government for possible onerous provision, critics issued warnings that it could send the wrong signal to investors.

Guevarra assured that the President will act according to the mandate given to him by the Constitution.

“As a lawyer, the President knows the scope and limitations of his constitutional powers and he will act in accordance therewith,” Guevarra said. /ee
