CSC catches 3 Biliran gov’t employees playing online games at work

MANILA, Philippines — Three municipal employees in Naval, Biliran have been caught either playing games or watching videos on their mobile phones during office hours, the Civil Service Commission (CSC) said.

In a statement on Tuesday, the CSC said Commissioner Aileen Lizada conducted a spot check at the municipal office in Naval on March 12.

Lizada conducted the spot check after an order was issued by Naval, Biliran Mayor Gerard Espina last March 1, which stated that employees “caught playing mobile games during office hours will be [terminated] upon proven guilty.”

Espina issued the order after receiving reports that “a significant number of employees” were playing mobile games, particularly Mobile Legends and PlayerUnknown’s Battlegrounds (PUBG) during office hours.

The CSC, however, did not disclose the names of the employees who were caught. The CSC’s statement did not mention what penalties were given to the employees who were caught.

Service delivery spot checks 

Lizada also announced on Tuesday that she will be conducting spot checks on national government agencies and other local government units nationwide.

“In all my regional visits, the formula will be the same. We will visit government offices at any given hour. We need to let government workers know that the CSC is monitoring them,” she said.

“Hindi ibig sabihin na nakapasok ka sa gobyerno ay wala na pong check. Paalala po sa lahat ng kawani ng gobyerno na gawin po natin ang nararapat lamang, magbigay ng mahusay at tapat na serbisyo sa kliyente natin,” she added.

The CSC also noted that with the spot checks, the CSC will be able to see if human resource policies are being implemented as well as to address gaps on how frontline services are being provided.

Lizada, meanwhile, reiterated her warning against playing mobile games during office hours.

“Whether an employee uses government or personal tablet or computer or mobile phone, playing games during office hours is not allowed,” she said.  /muf
