MANILA, Philippines — President Rodrigo Duterte on Wednesday condemned the brutal killing of a Grade 9 student, who was believed to have been raped before her face was skinned and her body dumped in a vacant lot in Lapu-Lapu City, Cebu.

“Kahapon may pinatay ang mga pu*******, binalatan ‘yung mukha. Tapos ‘yung iba four months old. ‘Yung nagrape ng four months old patay na ‘yun pu******* ka mauna ka sa impiyerno, leche!” Duterte said in his speech during the PDP-Laban campaign rally in Isabela province.

“Nanghahalik ako ng babae, I embrace women pero ‘di ‘yung rape. Minsan magsabi na halikan mo ako, ‘yakapin mo ako. ‘Yung mga ganun, wala ‘yung patayin mo tapos balatan mo ‘yung (mukha),” he added.

The victim was identified by authorities as a student of the Maribago High School. She was first reported missing by her mother after she failed to return home on Sunday.

The teenager was found dead by passers-by on Monday morning.

The Lapu-Lapu City police director has ordered a manhunt against three men who were the last persons seen with the victim before she was found dead.

In the same speech, Duterte also recounted the rape case involving former actress Maggie dela Riva.

Dela Riva was a young actress in 1967 when four men belonging to elite families abducted and took her to a hotel where they violated her.

She brought a case against the four men — Jaime Jose, Basilio Pineda, Edgardo Aquino, and Rogelio Canal — who were tried and sentenced to death.

“Sa aming panahon may nire-rape, that’s a crime that goes with humanity, biology ‘yan eh. Pero ‘yung magaganda, I would like to say sorry to Maggie dela Riva, ‘yung rape noon at binabantayan pa namin. Maggie dela Riva, she was really beautiful. How could she have endured such brutality,” Duterte said. /kga
