MANILA, Philippines — Only 77 out of 461 examinees passed the Career Service Examination for Foreign Service Officer (CSE-FSO), the Civil Service Commission (CSC) announced Monday.

The CSC said a passing rate of only 16.70 percent was recorded for the examination which was held on January 27 this year in 10 regions, with a total of 364 examinees flunking the exam.

Michael Joseph Ostique from National Capital Region (NCR) led the eligible Foreign Service Officer with a grade of 85.85.

He was followed by Jose Mari Valenzuela and Michael Anton Estipona, both also from NCR, with grades of 84.88.

The CSC said all top examinees were from NCR, namely: Marthy Angue, Jopol Alvin Ancheta, and Manfred Neale Manalo (84.39); and Emmanuel Garcia, Danica Denise Manicad, Jeffrey Louis Ilagan, Anton Sandoval, Carlo Jejomar Pascual Sanchez, Kriezel Joy Daria, and Paul Gerard Caab (83.90).

The CSC said the Career Foreign Service Officer Eligibility is appropriate to first and second level positions in government that do not involve practice of profession and are not covered by Bar/Board or special laws.

After being conferred the Career Foreign Service Officer Eligibility, passers can proceed to the five-part Foreign Service Officer Examination (FSOE) administered by the Department of Foreign Affairs (DFA).

The CSC explained that the CSE-FEO only serves as the first part of the FSOE to recruit candidates for the Foreign Service Officer, Class IV position.

The remaining parts of the FSOE include the Preliminary Interview, Written Test, Psychological Test, and Oral Test, which will all be administered by the DFA. /ee
