MANILA, Philippines–The Court of Appeals (CA) has dismissed the bid of the Alliance of Concerned Teachers (ACT) to stop the profiling of its members by the Philippine National Police (PNP).
In a four-page resolution, the 11th division of the appellate court dismissed outright the petition filed by ACT through its national chairperson Joselyn Martirez and secretary general Raymond Basilio on a technicality.
The appeals court said the petition had failed to meet the requirements set under Rule 65 concerning Rule 46 of the Rules of Court.
It explained that the petitioners specifically failed to submit certified true copies of the assailed memoranda issued by the PNP’s intelligence units.
The memoranda were allegedly instructions for the PNP to profile every ACT member nationwide. /muf
