From January to October 2018, the Bureau of Immigration (BI) stopped 28,467 Filipinos from leaving the country after they were found to be noncompliant with requirements for overseas-bound passengers.
BI records showed that 23,239 passengers were stopped at Ninoy Aquino International Airport while the rest were stopped in the airports of Mactan, Clark, Kalibo, Aklan and Davao. —Marielle Medina, Inquirer Research
