MANILA, Philippines (Updated) — Camarines Sur 1st District Rep. Rolando Andaya Jr. formally yielded his majority leadership to Capiz 2nd District Rep. Fredenil Castro whom he described “our best choice” for the position.

As anticipated, Andaya motioned to nominate Castro as the new majority leader of the chamber during Monday afternoon’s plenary session. The motion was approved without objection.

The Camarines Sur congressman also moved for a change of referral of the inquiry into budget anomalies from the rules panel to the committee on appropriations, which he would now chair.

“In the meantime, I would like to nominate my first, original choice as Majority Leader, the great but gentle Fredenil ‘Fred’ Castro of the 2nd District of Capiz as the new Chairman of the Committee on Rules,” Andaya said.

“He may have gone to the wrong law school but still, I nominate this famed law professor, this feared trial litigator, this bemedaled sportsman, this veteran lawmaker, whose sartorial style is as elegant as his oratory, as the Chairman of the Committee on Rules,” he added.

Castro said he would “try his best to serve” the House of Representatives “within (his) humble capacity.” He also pledged to start from where Andaya left and to accomplish what he could have accomplished.” As a tradition, Castro would also chair the rules committee./je
