MANILA, Philippines — Both chambers of Congress should explain to the public the concept of federalism before approving the possible implementation of the said type of government in the country.
This was the call of Senator Sonny Angara on Tuesday as he cited that public awareness on the topic of federalism is low.
“At the end of the day, the people still have to approve, and I think the level of awareness on federalism is mababa pa, hindi pa naiintindihan tao,” Angara said in an interview with ABS CBN News Channel.
“I think all surveys, it’s pretty low down there when it comes to awareness. Hindi pa siya gusto ng tao eh, kaya sa amin, dapat ipaliwanag na muna yan,” he added.
According to the survey conducted by the Social Weather Stations in June, 75 percent of Filipinos said that they were unaware of the federal system of government.

The House of Representatives approved on second reading the amended Resolution of Both Houses of Congress No. 15 via voice voting during Tuesday’s session.
It is expected to pass the measure on final reading by Monday, Constitutional Amendments panel chair and Leyte 3rd District Rep. Vincente Veloso. /muf
