DOTr to launch nationwide e-payment facility for vehicle registration

The Department of Transportation-Land Transportation Office (DOTr-LTO) will soon launch an online payment facility for registration of motor vehicles and motorcycles (MV/MC) nationwide.

The new system will be implemented in Luzon by November and in the Visayas and Mindanao before the end of 2018.

The e-payment facility has been available in Metro Manila since June, which made transactions for license plates and submission of documents faster.

LTO’s web-based Electronic Payment Assessment Tool (e-PAT) automatically computes the fees to be paid by vehicle and motorcycle owners. The computed amount will then be referred to the Land Bank of the Philippines-Electronic Payment Portal (LBP-EPP) and can be paid online.

The payment will be reflected at the LTO-Information Technology (IT) System, which will prompt the issuance of the vehicle’s Official Receipt (OR) and Certificate of Registration (CR).

The LTO has partnered with LBP and IT service provider, Stradcom Corporation, for the e-payment system.

The agency said it is looking at how the system can be used for other forms of payments such as fees for license application and renewal of vehicle registation.

Clarence Guinto, LTO-National Capital Region (NCR) regional director, said people are demanding the online services to reduce processing time for registration transactions.

“People are not only expecting, but are demanding the availability of our services online. In the few months that we have been implementing this in Metro Manila, we reduced processing time and avoided heavy queuing for new registration transactions,” he said in a statement on Wednesday.

The e-payment system was imposed in Manila in accordance with Republic Act No. 11032 or Ease of Doing Business and Efficient Government Service Delivery Act of 2018 ,which aims to eradicate corruption and red-tape in government.

Transportation Secretary Arthur Tugade said the internet-based system was launched to curb corruption  to improve the agency’s system.

Kaya ito ginagawa ng LTO, gusto naming matanggal ang impresyon na ‘kapag may pila, may fixer. Kapag pahirapan ang transaksyon, may korapsyon. Ang pagsasaayos ng sistema ay isa sa mga hakbang upang mapabuti ang serbisyo ng ahensya,” Tugade said.

(We implemented this at LTO because we want to get rid of the impression that if there is a line, there is a fixer. If the transactions are difficult to complete, there is corruption. Putting a system in place is among the steps we are doing to improve service in the agency.) /ee
