Former Army Maj. Gen. Jovito Palparan has been transferred from an army detention facility to the New Bilibid Prison (NBP) in Muntinlupa City.
Justice Secretary Menardo Guevarra said Palparan has been turned over by the military to the NBP at exactly 7:45 p.m. Wednesday.
Palparan was transferred to NBP after Malolos Regional Trial Court Branch 15 turned down his motion to stay under the custody of the military.
In denying Palparan’s motion, the court cited SC-OCA Circular No. 163-2013, which directs all trial court judges to cause the immediate transfer of convicted persons to the NBP, regardless of the pendency of a motion for reconsideration or an appeal.
Palparan and two others were convicted to suffer of up to 40 years in prison for the 2006 kidnapping and illegal detention of University of the Philippines students Karen Empeño and Sherlyn Cadapan. /kga
