Sept. 8 is National Literacy Day, according to Proclamation No. 1886 signed on Aug. 17, 1979, by then President Ferdinand Marcos. The occasion calls for a review of the progress being made in the campaign for universal literacy and for the gradual reduction and ultimate eradication of illiteracy. —Marielle Medina
