August was declared Sight Saving Month by virtue of Proclamation No. 40 signed on July 5, 1954 by President Ramon Magsaysay to promote awareness of the importance of proper eye care and blindness prevention. Latest records from the Department of Health show there are some 500,000 visually impaired Filipinos. According to the World Health Organization, there are around 45 million blind people globally and about 269 million with low vision or suffering from some visual impairment. —MARIELLE MEDINA, INQUIRER RESEARCH
