DAGUPAN CITY – The City Council on Saturday (July 21) placed this city under a state of calamity due to massive flooding that required the evacuation of residents in severely affected areas.
Resolution No. 5651 says flooding was caused by four-days of torrential rains dumped by the southwest monsoon and the prevailing low-pressure area affecting Luzon.
A breach in the dike along Sinocalan River, which traverses Sta. Barbara town, also raised the flood levels.
Close to a hundred villages in 14 towns and cities have been flooded since Thursday (July 19) due to continuous rains, according to the provincial disaster risk reduction and management council.
