Manila Bay rehab needs everybody’s cooperation

Poor and inefficient solid waste management as well as inadequate proper wastewater treatment facilities have been identified as contributory factors to the worsening state of water in Manila Bay.

At least 13 government agencies have been directed to clean up, rehabilitate and preserve Manila Bay in their different capacities under a writ of continuing mandamus issued by the Supreme Court on Dec. 18, 2008.

Among these agencies is the Metropolitan Waterworks and Sewerage System (MWSS), which is mandated to operate and maintain adequate wastewater treatment plants in Metro Manila, Rizal and Cavite.

Under the writ, MWSS shall submit to the high court the list of areas in Metro Manila, Rizal and Cavite with no wastewater treatment facilities.

Responsible citizenship

The work to rehabilitate Manila Bay, however, needs more than the construction of wastewater facilities and the collective efforts of government agencies. Cooperation and collaboration from every citizen are also needed.

“For the Manila Bay waters to be rehabilitated, restored and maintained to a level fit to swimming, skin diving and other contact forms of recreation, teamwork from all sectors is necessary,” MWSS administrator Reynaldo Velasco said. “The concept of shared responsibility must be put into practice that will include responsible citizenship in disposing of garbage.”
