MANILA, Philippines — Bamban Mayor Alice Guo’s quo warranto case will not be affected by the Office of the Ombudsman’s decision to dismiss her from service and perpetually disqualify her from holding public office, according to Solicitor General Menardo Guevarra.

This was his response when reporters asked him if the Ombudsman’s dismissal order would affect the quo warranto petition filed by the Office of the Solicitor General (OSG) last July 29.

“No, the quo warranto petition will proceed for two reasons: One, Mayor Alice Guo may still appeal the OMB dismissal order;  two, the quo warranto petition, if successful, will make Guo Hua Ping (a.k.a. Alice Guo) ineligible to run for any elective public position in the future,” Guevarra explained in a message on Tuesday.

In a 25-page order released to the media on Aug. 13, the Ombudsman found Guo guilty of grave misconduct, which merited “dismissal from service with forfeiture of all her retirement benefits and perpetual disqualification to re-enter government service.”

Meanwhile, Bamban’s Municipal Business Permits and Licensing Office officer Edwin Campo, Municipal Legal Officer Adenn Sigua, and 10 others were found guilty of conduct prejudicial to the best interest of service, resulting in a three-month suspension.
