MANILA, Philippines — The Department of Justice (DOJ) said on Saturday that reported cases of extrajudicial killings (EJKs) under the current administration were caused by personal motives, rather than from the exercise of freedom of expression.
According to the DOJ, this was from the findings of its review panel.

“Following a thorough inquiry, the DOJ Review Panel has concluded that reported EJKs under the current administration were not linked to the exercise of freedom of expression but rather to personal motives,” the DOJ said in a statement.
“It is crucial to distinguish between killings related to legitimate law enforcement activities and true EJK incidents,” it added.
The department also denounced cases of baseless red-tagging and EJKs in the same statement.
“The DOJ ensures the public that it is actively monitoring the human rights landscape in the country and diligently investigating reported EJK cases,” the DOJ added.

On Wednesday, Justice Secretary Jesus “Boying” Remulla said in a statement that the DOJ has implemented reforms to hold erring law enforcers and those found guilty of violating laws accountable.
“We guarantee that reforms are in place to change the mindset and attitude of erring law enforcers and make them responsible for their actions. We are taking all the necessary steps to strengthen the criminal justice system and hold to account the perpetrators of these violations,” Remulla said.
“We remind those in charge of the administration of justice that there are no shortcuts in enforcing peace and order. It is of primordial consideration that we, as responsible State enforcers, uphold the rule of law and resolve to protect and promote human rights,” he added.
