P10-B calamity fund may be OK’d in House—Nograles

MANILA, Philippines ? The proposed supplemental budget of P10 billion may be approved at the House of Representatives before Congress goes on recess next week, Speaker Prospero Nograles said Friday.

But Nograles expressed doubt if it could pass the Senate, citing reports that a number of senators were against the fund.

?Maybe we can pass it in the House, I?m not sure if the Senate will pass it because news reports say many senators are against it,? Nograles said in a text message.

The P10-billion calamity fund, proposed following the devastation caused by tropical storm ?Ondoy? on September 26 and typhoon ?Pepeng,? would be tackled by the committee on appropriations next week, said the House leader.

He said he would also ask Malacañang for a certification of the availability of funds, which would come from the National Treasury.

The House is on a two-week marathon plenary discussion on the proposed P1.54-trillion budget for 2010.

Bayan Muna partylist Representative Teodoro Casiño told the House to go slow in approving the budget to ensure that it would be the correct response to calamities.

Casiño said Congress should first find out how the P2 billion calamity fund appropriated for this year?s budget had dwindled to P24 million, as reported by Defense Secretary and National Disaster Coordinating Council chairman Gilbert Teodoro.

Casiño also said he wanted to know how the P10-billion proposed supplemental fund was arrived at. And if needed, he added that Congress should first check if there were other possible sources from the existing budget such as the pork barrel of lawmakers, road users tax, special purpose fund, or from the savings. If not from these, Casiño asked where else would the fund be sourced?
