(UPDATE 2) 28 more survivors recovered from capsized ferry

MANILA, Philippines -- Twenty-eight more people were recovered from a ferry that was overturned by strong waves caused by Typhoon "Frank" off the central province of Romblon, bringing the total number of survivors to 32, the commandant of the Philippine Coast Guard said Monday.

Senior Superintendent Fidel Posadas, Quezon police chief, identified them as Rey Paguin, Danilo del Plansa, Richie Tayuntong, Gerry Pelenor, Philip Jasquel, Ralph Allain dela Peña, Carlo Jason Aravis, Rodel Laborte, Jose Marie Garbo, Phil Ging, Ciriaco Nuñez, Reynante Ardina, Exuperto Pendon, Jonathan Pendon, Antonio Cosep, Ruel Libot, Wesney Blaneo, and Estanislao Tora Jr., all from Cebu; Ariel Laguban of Pagadian, Zamboanga; Niño Lauros, Fausto Solis and Minerva Toremucha of Bohol; Ruperta Tan of Cagayan de Oro City; Francisco Batula, Susan Lisbo of Cubao, Quezon City; Ronnie Relativo of Malate, Manila; Vicente Bernas of San Mateo Rizal; and Nilo Baygo of Laguna.

At the same time, another body was recovered, raising the number of deaths from the ill-fated M/V Princess of the Stars to five, said Vice Admiral Wilfredo Tamayo.

It was not immediately clear how the 28 survived, except that they were found as a group at a coastal town in Quezon province, said Tamayo.

Tamayo said the survivors could have taken a life raft.

Sulpicio Lines Inc. lawyer Manuel Espina said in a report by the Philippine Daily Inquirer from Cebu City that the 28 were rescued in Mulan-ay, Quezon.

Espina and Tamayo said that another fatality was recovered.

Josefito Pagana of Kabalikat, a communications' group in Quezon, was quoted by the Inquirer as saying that the survivors and the single fatality were found in one lifeboat.

On Sunday, a day after the M/V Princess of the Stars capsized, four fatalities and four survivors, who were washed ashore, were recovered, Tamayo said in a phone interview.

The ship, carrying 626 passengers and 121 crew, suffered engine trouble and was battered by big waves caused "Frank" (international codename: Fengshen), causing the ship to capsize on Saturday evening.

Asked if there was still hope for more survivors, Tamayo said: "Hindi ko matiyak iyan [I can't say for certain]. We'll try to deploy divers later today when the conditions permit."

Two Coast Guard rescue ships, three Navy vessels, and two tugboats from owner Sulpicio Lines have been searching the area around the ship, Tamayo said.

In one instance on Sunday, rescuers hit a part of the exposed hull with a hammer, to check if survivors were trapped inside, but there was no response, the Coast Guard chief said.

In the same Inquirer report, Captain Lito Legazpi, deputy commander of Coastguard Central Visayas who was on board the BRP Batangas, said Coastguard divers have yet to enter the MV Princess of the Stars because of the huge waves.

Espina also said that their vessel, MV Cebu Princess, has not arrived at the site of the sinking because it encountered rough seas.

Meanwhile, the death toll in Iloilo caused by typhoon “Frank” reached 97 as of 10 a.m. Monday, according to the Iloilo Provincial Disaster Coordinating Council (PDCC).

The Iloilo PDCC report said 122 remained missing and 16 others were injured.

In Negros Occidental, typhoon Frank also left four people dead, 186 missing at sea, 185 houses destroyed and 656 partially damaged in 18 towns and cities.

Floodwaters hit the houses of 6,658 families, affecting 32,894 persons, the Negros Occidental Provincial Social Welfare and Development Office (PSWDO) reported on Sunday.

The Negros Occidental PSWDO disclosed that Teresa Campos, 8, fell into a river in Barangay (village) Santa Rosa, Murcia and her body was found late Saturday in the waters of Barangay Balaring, Silay City.

Perlita Sanita, 49, was killed during a tornado that hit Molocaboc Island in Sagay City, the PSWDO added.

Two others, Eleser Monalisa Padilla of Pontevedra and Luminado Temporosa of Hinigaran town, died from heart attack while the water flooded their houses, the PSWDO reported.

The Cadiz City Coast Guard chief Petty Officer 1 Alexius Soledad, reported 13 vessels missing at sea with 186 crewmen on board while 50 survivors have been found.

Negros Occidental Governor Isidro Zayco placed the damages at P7.9 million for crops and P941,700 for livestock.
