Once thought to be dead after Senate President Juan Ponce Enrile and Sen. Antonio Trillanes IV fought over the alleged railroading of the measure, the contoversial Camarines Sur (CamSur) bill is again on the move with Sen. Jose “Jinggoy” Estrada pushing for its passage before the Christmas break.

The Senate on Thursday failed to approve a bill that would carve out the fourth district of Camarines Sur and name it Nueva Camarines, making efforts of Camarines Sur congressmen who launched an intense lobby for its approval in the chamber all for naught.

Senate majority leader Tito Sotto on Thursday claimed that three senators have indicated plans to oppose the bill carving Nueva Camarines province from the existing Camarines Sur.

Budget Secretary Florencio Abad has allowed the Commission on Elections (Comelec) to use a portion of its P4.733-billion savings for 2011 to fund the holding of a plebiscite in Camarines Sur on the proposed creation of the province of Nueva Camarines (NuevaCam).
